Special CNIC Process Explained Step-By-Step

Many questions are asked pertaining to CNICs for persons with disabilities which are known as SCNICs (Special Computerized National Identity Cards) or Special CNICs. SCNICs hold immense value because persons with disabilities can avail exclusive benefits and facilities provided by the State through them.

If you have a disability and live in Sindh, check out the following process to attain an SCNIC:


STEP 1: Employment Exchange Card


You will have to:

  • Visit the Employment Exchange Office of your residential district
  • Fill the Application Form (provided by on-duty officer there)
  • Have the application form attested by a 17 grade government officer


 You will need:

  • 2 passport size photographs
  • I copy of CNIC or B form for minors (under 18)
  • Educational documents (if applicable)

STEP 2: Doctor’s Appointment for Disability Certificate


   You will have to:

  • Go to PCRDP (Provincial Council for the Rehabilitation of Disabled Persons) at Social Welfare Department
  • Fill Application Form (provided by on-duty officer there)
  • Get the doctor’s appointment for a medical check up



    You will need:

  • CNIC or 2 copies of B form
  • 2 sets of your father’s CNIC
  • 3 passport size photos
  • 2 copies of the Employment Exchange card
  • 2 copies of Educational documents (if applicable)



Step 3: Visit to Government Hospital for Check Up


You will have to:  

  • Visit the government hospital for a medical check-up and to receive the Disability Certificate.


Step 4: Get Your SCNIC


       You will have to:

  • Visit your nearest NADRA office


 You will need:

  • One copy of your disability certificate issued by PCRPD at Social Welfare Department


And any one of the following documents:


  • 1 copy of Birth Certificate
  • 1 copy of old CNIC
  • 1 copy of Matriculation Certificate
  • 1 copy of CNIC of a blood relative
  • 1 copy of copy Citizenship Certificate issued by MOI
